THREAT FROM THE SUPERINTENDENT OF
POLICE-NILPHAMARI DISTRICT

threatened me to-day (10.02.07) at about 8.30 a.m. while I was
enquiring about case of Ms.Kalpana Rani – an acid burnt minority
victim of Jaldhaka Upazilla over his Official Residence Telephone
No.0551/61313. I also made a call at his Cell
Telephone number from Dhaka Telephone
Number 9669126. Initially, I wanted to know the background of the
perpetrators of crime from the S.P. but the S.P. most roughly
rebuked in a filthy and harsh languages and he uttered – “If you
come to investigate Nilphamari in future, you will be finished” He
also warned me not to investigate the matter in future” He also
continued to say under what authority I could investigate. Due to
such continuous harassment I have become disappointed.
Then I reported the matter to Deputy Commissioner
of Nilphamari over his Cell telephone No.01715081480 just one hour
ago and the D.C. told me that he is not the supervising authority of
S.P. He requested me to inform the matter to the higher authority.
Then I contacted with the Inspector General of Police at his
official residence at his telephone No.8837970 and 7176677 but the
Inspector General of Police was not available at that time.
Previously also I,
as human rights activist, tried to know the situation of the victim
as soon as news of human rights violation reported in almost all the
newspapers of Bangladesh on
9th January, 07 and 10th January, 07, the
local administration did not help me, rather they have been reported
to take active part on behalf of the perpetrators. I personally
disturbed by the show and mode of action of the Superintendent of
Police and local administration. This sort of harassment is always
been made during our normal human rights works in the spot for
protection of rights of minorities of Bangladesh .
Yesterday,
9th February,07, I have interrogated the victim –
Ms.Kalpana Rani – the acid victim at Acid Survivors Foundation in
Banani- Dhaka and took
statements of the victims which were video-recorded. Ms. Kalpala –
the destitute women expressed with deep concern
that Mominul Islam manju and his brother Mahabubul Islam Babul
Habibur Rahaman and Raoshan Ali would kill her
family members unless they leave the country for India. She also
solicited our legal help for her survival in her motherland. During
my investigation she burnt into tears and vehemently asked me to
help and to accompany her at his native home – Jaldhaka Upazilla. I
found Ms.Kalpana is helpless. We need to help her
legally.

and need immediately protection to defend the victims of crime
against humanity in Bangladesh .

NILPHAMARI, January 9: A Hindu minority housewife
Kalpana is suffering a lot due to 15 decimals of land. Some
perpetrators of the opponent group threw acid on her face and some
other parts of the body only for a portion of land worth about taka
20-22 thousand. Now she is fighting with death at Acid Survivors
Foundation in Dhaka .
A
case was lodged with Jaldhaka police station in this connection
against Mominul Islam Manju and his brother Mahbubul Islam babul,
Cousin Raoshan Ali and their accomplice Habibur Rahman.
Sudhin Chandra Baishwa, husband of Kalpana Rani alleged that
the main perpetrators are the brothers of Saiful Islam, former UP
chairman and a Jamaat (a political party) leader. As a result, the
former chairman managed the local police after influencing the local
police administration. They are now moving at broad day light even
after being the accused of acid throwing. Sudhin also said that he
requested police to arrest the accused but police told him that the
investigation was not completed as yet. When contacted Abdul Hai
Shah, OC of Jaldhaka police station told the journalists “there was
a suspicion over the incident. We are investigating the incident.
The accused could not be arrested as they are now absconding”.
A dispute was going on between Sudhin Chandra Baishwa of
village Nekbakta of Jakdhaka Upazila and Raoshan Ali of the same
village over 15 decimals of land since long. Bangladesh Manob
Odhikar Sangstha (Bangladesh Human Rights Organization) took the
responsibility of Kalpana’s treatment Influential Mominul Islam and
his brother Mahbubul Islam Bablu had been threatening that minority
family to leave the country. They on the night of December 16 broke
the window of the house of Sudhin and threw acid on Kalpana while
she was sleeping. As a result her face and other parts of the body
burnt. Kalpana Rani was admitted instantly at Jaldhaka Upazila
Health Complex but from there the doctors shifted Kalpana to Dhaka . NGO BRAC and she
were fighting with life.

Threat from Upazilla Nirbahi Officer – Mannan of
Patnitala Upazilla-Nowgaon
I have also been
threatened and verbally harassed by Mr. Mannan – Upazilla Nirbahi
Officer of Patnitala Upazilla on last Thursday, the 8th
of February, 2007 at about 9. p.m.
I made a telephone
call from Dhaka to know the
situation on the atrocities of indigenous minorities there and I
requested him to let me know the situation prevailing there.
Mr.Mannan on the spur of the moment uttered “ You have
damaged our country through web site circulating
all the bogus information relating to atrocities on the alleged
minorities – You Hindu bustard will be killed very soon and I will
tell everybody to finish you from this world” If you come to
Patnitala I will punish you this time”
I have become
astonished on the utterance of Mr. Mannan – the Upazilla Nirbahi
Officer and requested the Deputy Commissioner, Nowgaon to note down
the harassment inflicted upon me. The Deputy Commissioner assured me
that he would look into the matter.
I also informed the
matter to Major Rabiul @ Rabi of his cell telephone No.01711139350
at Nowgaon Zone and requested him for taking necessary steps. Major
Rabiul became annoyed with the conduct of Upazilla Nirbahi officer
and he assured me that he would ask Mr. Mannan –
Upazilla Nirbahi Officer for his indecorous statement with threat.
I also informed the
local press about the matter.
